Democracy and human rights (HR) are two closely interconnected concepts in the administration of government, including at the village level. Democracy emphasizes the active participation of citizens in the decision-making process, while human rights guarantee every individual's right to participate freely and equally without discrimination. In the context of village governance, these principles are reflected in various mechanisms such as village deliberation meetings, public information transparency, and policy management that is oriented toward the interests of the community. However, in practice, the implementation of democracy and human rights at the village level continues to face various challenges. Community participation is often uneven, with certain groups dominating the decision-making process, thereby failing to fully reflect the principle of inclusiveness. In addition, limited public awareness of their rights, as well as a lack of transparency in policy management, may hinder the realization of democratic governance. Therefore, greater efforts are needed to strengthen public awareness of the importance of participation, along with the commitment of village governments to ensuring transparency, justice, and accountability. In this way, the implementation of democracy and human rights at the village level becomes not only a normative concept but also a practical reality in the daily lives of the community. This is expected to promote the establishment of village governance that is more responsive, participatory, and equitable.
